Elected as a Democrat to the Ninety-eighth and to the six succeeding Congresses (January 3, 1983-January 2, 1997); was not a candidate for reelection to the United States House of Representatives in 1996, but was elected to the United States Senate and served from January 3, 1997, to January 3, 2003.
